Summary:
Employ a multi-discipline approach to requirements engineering, solutions engineering, reliability, resiliency, services development, research and development (R&D), integration, test and evaluation, maintainability and analysis across controlled access program/special access program (CAP/SAP) architectures in the DoD/IC to ensure timely and accurate geospatial intelligence (GEOINT). Candidates will be required to sign additional non-disclosure agreements (NDAs) and provide proof of no other conflicts of interest (OCI) for performance in the (classified) Program Management Office, henceforth to be referenced as “PMO.”
Primary Duty Responsibilities:
- Conduct studies to evaluate innovative concepts and revolutionary technologies for application to PMO requirements
- Determine state of the art (SOTA) operational or technical feasibility to meet PMO requirements
- Identify and create plans to do drive optimization within PMO
- Prepare and review request for information (RFI) responses to identify innovative and new technologies to prototype and transition into the PMO
- Participate as advisor in demonstrations, prototype efforts, technology risk mitigation and source selection activities
- Analyze and assess special topics; prepare technical recommendations
- Define repeatable processes and procedures for transitioning new technologies and integrating new applications into PMO infrastructure
- Document agreements with mission partners (Service Level Agreements (SLAs), Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs))
- Prepare and maintain a dependency matrix
- Identify risks and provide recommendations for mitigation planning
- Create strategic roadmaps to resolve potential gaps and manage costs
- Provide input to PMO strategic roadmaps and systems engineering products to help ensure program rigor, resolve potentials gaps, drive cross-cutting integration, ensure data is protected appropriately, and ensure mission capabilities are met

- Create and maintain standards and specifications
- Provide baseline requirements (request for change (RFC)) support to include the full breadth of National Geospatial Intelligence
- Agency (NGA) and mission partner requirements coordination meetings and initiatives to transition R&D capabilities to PMO operations
- Define concept of operations (CONOPS) and metrics to evaluate algorithms
- Develop and integrate new technologies into an overall PMO CONOPS to accommodate new data sources
- Collaborating with end users, create use cases for individual PMO projects at multiple security levels
- Develop test plans to demonstrate implementation of multi-level security (MLS) networks and systems, cyber security protection activities, and identify and implement opportunities for improvement
- Assist in developing and implementing corrective and remediation actions for information assurance / cyber security-related deficiencies
- Conduct security assessments, audits, vulnerability analyses and scans, accreditation evaluations, and other formal information security-related evaluations to ensure the cutting-edge information assurance measures support PMO requirements (in support of certification and accreditation (C&A), authority-to-operate (ATO), continuous monitoring (CONMON) and other major program security review milestones and events)
- Assist the PMO in correctly demonstrating information security-related tools and integrating them within the PMO infrastructure as directed
- Manage the overall PMO system transition process across the compendium of programs, projects, pilots and initiatives
- Maintain awareness of external (joint with mission partners) system tests, and evaluate the potential impact to PMO systems
- Produce test and transition-related inputs to the PMO requirements baseline
- Develop, articulate, and validate use cases; develop and execute test and training plans
- Assist PMO in updates to the Portfolio Management Plan (MfMP) and Program Management Plans (PMPs)
- Develop and maintain System Engineering Plans (SEPs) and contractors’ System Engineering Management Plans (SEMPs) for the programs
- Develop testing and evaluation (T&E) plans to assess the overall performance of algorithms and tools developed under NGA sponsorship
- Assist in the evaluation of proposed industry solutions including program reviews (SRR, PDR, CDR, etc.)
- Ability to define and implement interfaces to multiple external applications facilitating construction and refinement of space collection requests across low, medium, highly elliptical, and geosynchronous orbital regimes
- Ability to define targets and work with analysts on new types of targets
Relevant Experience:
- Bachelor’s degree in Systems Engineering + 6 years of experience in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, computer science, information technology (IT), management information systems, or related science, technology, engineering, and technology (STEM) degree program.
- Demonstrated experience supporting DoD or IC with systems engineering spanning a range of relevant intelligence and military applications.
